If HCM city increase fines on traffic violations it will literally put people on foot.
The fines are already high but people look at it as a high cost of fustration. The traffic in HCM city is one's night mare trying to get to the Airport 2 hours before your departure but the HCM City People’s Committee continues to pursue its proposal to increase fines on traffic violations within the city to curtail traffic jams and accidents.
